Parking Coordinators

In recognition of the important role agencies will play in a successful implementation, we are providing agencies with updated information and anticipated next steps. Agency coordinators will be asked to play an integral part in the process, from the launch of the Employee Parking Profile (EPP) online tool, to the physical issue of new hang tags when permitting begins. A memo was distributed to all agency coordinators outlining specific steps and information pertaining to their role in launch.

  • Q.
    How does the parking system work?
    A.

    The OGS employee parking system is centrally managed through an online tool called the employee parking profile (EPP) which is used to record employee preferences. On announced dates, OGS will generate call rosters in lots where permits are available and extend permit offers to employees with the first employee offers being issued to those with the most accumulated State service.

    I don’t have an N-Number or NYS EmpID, how do I complete my profile?
    A.

    If you work for HRI, HTFC, ESDC, NHT, HRVG or EFC, your agency has a separate portal for you to enter and complete the Employee Parking Profile. The link for this profile is: https://online.ogs.ny.gov/EmployeeParkingProfilealt/. You are  in no way disadvantaged by not having an N-number and will compete equally with all other State employees. If you’re having trouble accessing the profile, please contact your Agency Parking Coordinator who should be able to offer additional guidance.

    How do I know if I have enough time in state service to be eligible for my preferred lot?
    A.

     You will not know the amount of time in state service you will need to be eligible for your preferred lot until OGS posts the Status Report which will list projected minimum service dates needed to secure a permit in each lot. Each time the Status Report is updated, employees may update their lot preference to pursue the parking they want as many times as they like.

    It is important to note that  projected parking service dates will change often as applicants update their EPP parking preferences. OGS will update the Status Report on an announced schedule and employees are encouraged to check back frequently and change their parking preference as appropriate. If you are an employees who prioritizes getting any parking over a specific lot, OGS strongly encourages you to select a lot that you have more than enough service to acquire a permit in. The riskier the selection, the less likely an employee is to obtain a permit.

    What are the parking fees for each lot?
    A.

    Parking fees are assigned based on the type of lot and are collected via payroll deduction. Please click here for specific rate information.

  • Q.
    As a Contract Employee, am I eligible for OGS Parking ?
    A.

    Contract employees cannot compete with state employees for OGS Parking. A non state employee parking policy was developed in conjunction with relaunch. Please call Parking Management at 474-8118 for further assistance.

  • Q.
    My agency has contractors/consultants, what can I offer them?
    A.

    Contractors/consultants cannot compete with State employees and cannot be issued permits through agency setaside. A comprehensive non-State employee policy is in place. Please call OGS at 474-8118 for further assistance.

    What is my role in medical parking?
    A.

    As an agency parking coordinator, you will be asked to verify the completeness of applications submitted for medical parking and to inform applicant’s supervisors that an application has been filed. You will also be responsible for submitting the completed package to OGS Parking. However, agency coordinators will not be asked to make judgments of any kind regarding the appropriateness of the requested accommodation.

    I have employees who do not have access to a computer.
    A.

    A paper EPP is available here. Once completed, employees should forward the Employee Parking Profile Paper Proxy form to their agency parking coordinator who will forward to OGS. Please note that completion of this form authorizes OGS Parking to change your preference in the future when you tell us this means the employee should only need to complete the paper form once. In addition, also important to note that completion of the paper form does not authorize payroll deduction. Once a permit is issued, the employee will still be required to complete the Payroll Authorization/Cancellation for Parking Request Form.

    I don’t have access to a computer, what should I do?
    A.

    I was on leave (maternity, military, etc.)/returning from probation, how can I get parking?
    A.

    All employees going on approved maternity and military leave are guaranteed the parking they have obtained when they return as long as leave does not result in separation. In addition, employees returning to agencies during their probationary period are also guaranteed the parking they were issued at the time of their original cancellation.

    Does all municipal (City, County, Federal, and Other State) service get reflected in my Parking service date.
    A.

    Only State service is reflected in your parking service date. All other government service is disqualified. However, all State service including time served in hourly, provisional status, or on leave is reflected in your service date.

    How can I get to my State vehicle without access to the lot the vehicle is parked in?
    A.

    Agencies are offered the opportunity to purchase Special Use passes designed to address this situation. In the event that an employee needs to access a lot where a State vehicle is located, a special use pass will grant you access and will serve as your permit for the day. Fleet vehicles will have access automatically through the permitting process. These two access instruments provide employees with the ability to access State vehicles and accommodate their personal vehicle.

    How do I cancel my permit and payroll deduction?
    A.

    Please use the Payroll Authorization/Cancellation for Parking Request Form to initiate the cancellation process.

  • Q.
    What if my agency or other information is wrong in my profile?
    A.

    If the information in your profile is incorrect or is outdated, please notify OGS Parking via email at parking.management@ogs.ny.gov. Depending on the nature of the problem, we may be able to update your information quickly.

  • Q.
    I’m an OSC employee and want to park in the 110 Garage. How does it work?
    A.

    Only OSC employees are eligible to park in the 110 State Street Garage. In your EPP, all employees should see a 110 State Street Garage (OSC only) option. OGS will manage permitting in the same fashion as all other lots.

  • Q.
    I’m not an OSC employee but want to park in the 110 Garage. How does it work?
    A.

    Only OSC employees are eligible to park in the 110 State Street Garage. While all employees may see 110 State Garage as an option in the preferred lot list, only OSC employees will be contacted for permitting

    I’m a 110 carpooler or I want to be in a carpool for 110 State Street.
    A.

    Please contact OSC parking management directly for assistance. Please note that only OSC employees may compete for 110 carpool permits.

  • Q.
    Does selection of a different lot as my preference cancel my current permit?
    A.

    No and please note that OGS envisions offering new parking opportunities regularly. There are no limits on the number of the times an employee may obtain a different permit nor the number of times they change their preference in their EPP.

  • Q.
    Once I get a permit in this new system, how many more times can I change lots?
    A.

    There is no limit on how many times you can change your preference on your Employee Parking Profile or how many times you can accept a permit award based on your selection.

  • Q.
    Why did the Status Report change?
    A.

    The Status Report (SR) reports the estimated parking service date required to obtain a permit in a given lot based on the Employee Parking Profiles completed at the time the Status Report is created. It will change frequently as employee preferences change. We urge patrons to visit and re-visit the Status Report when OGS announces that permits are available.

    I got into my employee parking profile but don’t see a parking service date listed. What do I do?
    A.

    It’s possible that our overnight process hasn’t updated your profile yet. Please wait 72 hours after completing your profile. If you’re Parking Service Date still doesn’t appear, please email parking.management@ogs.ny.gov for further assistance.

    What does the word ‘BASE’ or letters ‘BS’ mean that I see next to my parking preference?
    A.

    ‘BASE’ or the letters “BS” are simply intended to distinguish individual permits from carpool permits. If the employee’s intent is to choose a standard, individual permit in a given parking facility (Ex. East Garage would appear as ‘EPGBS’), then he or she has successfully completed the process by making this selection and there is no cause for additional action.

    Please also note the email you receive confirming completion of the Employee Parking Profile may also include the phrase ‘BASE’ or acronym ‘BS’.

    Does my service with HRI, EFC, ESDC, HTFC, HRVG, or NHT count as eligible service for my Parking Service Date?
    A.

    Yes, however it is possible that this service will not be reflected right away in the Parking Service Date (PSD) you see listed in your Employee Parking Profile. As a result, we encourage employees who wish to inquire about their Parking Service Date to complete the Parking Service Date inquiry tool using the link below:

    Please note that employees are strongly encouraged to consult with their agency HR offices before completing the tool. In addition, documentation in support of a PSD inquiry is required.

    Please also note that it may take several weeks to reconcile parking service date inquiries but once received, OGS Parking will respond to you directly.
